Good question.
The way I see it, we're in Communication World War I . We are at opposing sides to the libtards, there have been battles won and lost. There's a no-man's-land in between.
Right now one of the battle lines are drawn between racism and bigotry. See the dictionary.com definitions below. Racism is so overly broad in definition as to be utterly useless at this stage. There's only 4 races, and I think you could fit Outright Racists into a phone booth and you would have rounded all of them up.
And of course the term 'bigotry' is also overloaded as to be useless. But there is a subterm called 'culturism'.

What we're witnessing isn't a classic "melting pot" that America has always intended herself to be, but more of a Balkanization, a separation of clashing cultures. This is harmful, and it makes sense to set up policy to avoid this. One of the greatest visual examples of the culture clash going on is the border between San Diego and Tijuana. It isn't a racial barrier. It isn't a barrier of bigotry. There is no change in climate nor topography at San Ysidro. It is a barrier between two systems, one which has generated a shithole culture and the other which has generated an envious culture that millions of people want to be a part of (rather than turning their own shithole culture into the same thing of beauty).
One of those Communication WWI battles 'we' supposedly lost was over Outright Racism, when schools were being desegregated and utterly racist asswipes were trying to prevent the mixing of races , pulling in the GOP into their bullshit hatred. Justifiably, 'we' lost that battle. It was a little bit before my time and I would not have been on the side telling the racists they were simply wrong.
So there arose this politico-cultural norm called "politically correct". It became PC not to be racist. Then the libtards tried to use that hammer term and apply to everything in sight that they thought was a nail. It is bullshit to label everything racist -->bullshit racism -->Race-Shit. Race-shit is what is going on in the no-man's-land of the culture wars right now.
One of the aspects which comes into play is ... what does the owner of the channel want? I want to draw the line at INTENT, just as we do with the dictionary.com term for troll, which has to do with the INTENT to provoke. If we're having a discussion about immigration policy and someone starts using a bunch of provocative terms like wetback and beaner and nigg** and all manner of ugliness, that kind of poster will find themselves on the long end of a series of timeouts, or even an outright ban with the ITOW
That's what I want. But just 'cause that's what I want, it doesn't mean we can get there from here. There's always the element of time to consider. None of us has a lot of time to throw around, so we need to be efficient in how to steer the ugly side of these conversations elsewhere.
That means it comes down to the word filter. On the old PTC site, the word filter was extensive and yet completely full of shit. It included words like N@zi, but NOT words like shit & asshole. They KEPT the word filter to themselves, never updating it, never giving channel owners control over it. Stupid. But now that the PTC is going to be a paid channel, I have been given control over the word filter. Here is what I currently have on it:

I put "shit" and "asshole" on it but too many of us have gotten used to this downgrade caused by DISQUS so I took them out for a later discussion such as we are having today.
I think the word 'wetback' as well as 'beaner' should be upgraded to swear word status, because the only real reason for using them is to provoke. It goes back to that INTENT.
Here is my current expanded list of words I intend to update on the word filter tonight:
